The Specific Amendments Include:
- Section 4-02 allows pedestrians to cross any roadway except limited access highways, emphasizing yielding to traffic.
- Section 4-03 updates signal requirements for vehicles and pedestrians, including yielding rules.
- Section 4-04 advises pedestrians to abide by traffic signals and emphasizes the duty of care for both pedestrians and vehicle operators.
- Section 4-05 clarifies U-turn regulations for vehicle operators regarding pedestrian right-of-way.
